Government Resolution No. HG739/2003 implementing the Strategy for the sustainable development of the national forestry sector.

This Government Resolution establishes mechanisms and means for the implementation of the Master Plan of Actions aimed at creating optimal economic conditions for the development of the national forest sector independently of the forms of ownership. The priority areas of the relevant mechanisms are: (a) preferential taxes in accordance with current legislation for activities related to conservation of forest biodiversity and for land included in networks of protected natural areas, as well as for land allocated for the expansion of forest areas; (b) collection of special taxes for activities that led to fragmentation of the forest fund (construction of roads, power lines, gas pipelines that cut through forest arrays, etc.); (c) calculation of the economic effects of forest benefits and the gradual introduction of special taxes for their users (owners of agricultural land, medical institutions, etc.); and (d) establishment of additional taxes (about 5% of the cost) for auxiliary forestry products collected from natural ecosystems. In order to successfully implement the Strategy for Sustainable Development of the National the Strategy for the sustainable development of the national forestry sector it is necessary to create a center for forecasting, monitoring, programs and strategies subordinate to the agency "Moldsilva".
