Government Resolution No. HG955/2018 validating Danube -Prut Prut and Black Sea basin management plan.

Danube-Prut and Black Sea hydrographic basin has a wide variety of physical and geographical conditions, conditioned by its geological, geomorphological characteristics and climatic conditions. These features in largely determine hydrological and hydrochemical characteristics of groundwater and surface water. All waterbodies: rivers, canals, natural lakes, reservoirs and ponds are surface waters and are considered national property of the Republic of Moldova. The Basin District is the main hydrographic basin management unit and associated groundwater. Basin districts of the Republic of Moldova are the Dniester basin district and Danube-Prut and Black Sea basin district. Each surface waterbody of a hydrographic basin/subbasin corresponds to one ecoregion according to geographical zones. Climatic changes occurring in the Danube basin Prut and Black Sea hydrographic district, is one of the most important environmental problems, with consequences and negative impact on water supply. Grade temperature and pluvial regimes assessment within the district (within the territory of the Republic of Moldova) shows that this territory (especially the southern part of the basin district) is more vulnerable to climate changes, compared to the rest of the country. It is in this area, that the first signs of climate change appear, which then are spreading to the center and north of the country. To reduce waterbodies pollution from point sources, construction or restoration of treatment facilities is necessary in populated areas, where there are no treatment facilities structures or in which they exist, but do not work according to the requirements, elimination of unauthorized landfills and construction of landfills for distribution, collection and storage of waste in accordance with strategies developed in this field. Monitoring programs are necessary to establish a coherent and comprehensive vision of the state of water in each hydrographic district. The main environmental objectives regarding surface waters are: preventing deterioration condition of all surface waterbodies and achieving good state of surface waters, as well as timely notification of local and central authorities authorized to take decisions to eliminate or mitigate effects. Priority should be given to human consumption of potable water. The use of water for animals is authorized only in lakes and ponds with sufficient resources and special facilities and only with the consent of local public authorities.
