Governmental Decree No. 562 validating Flood Risk Management Plan.

Flood Risk Management Plan is a nationwide policy document covering the basins of Dniester, Prut and Black Sea. Dam failure is a potentially serious cause of flooding where there is a risk of “cascade failure”. The flood wave caused by the break of the first dam travels downstream and causes other dams to break. A related problem is the siltation of reservoirs. This negatively affects not only the volume of water available in the storage facilities, but also the hydraulic regime downstream.
Early warning of the population and protection thereof and property in conditions of natural and environmental disasters, including floods, shall be ensured by a set of measures. One of the main measures is early warning and notification of danger or emergencies. This is done through civil protection alert systems. Emergency management principles: (a) forecast and warning; (b) taking responsibility for emergency management by Government, central and local public authorities at the appropriate level, according to competence; (c) cooperation at national, regional and international level by similar organizations and bodies; (d) transparency of actions taken in emergency situations, in such a way that this does not lead to deterioration of the obtained results; (e) continuous and recurring management activities of emergencies from the level of local public authorities to the level of central public administration authorities; (f) active collaboration and hierarchical subordination of the components of the National Warning System. One of the key elements of flood protection is risk management. Flood risk reduction involves four stages - monitoring, forecasting and prevention, prevention and flood response by mitigation of flood consequences.
Information system of the State Hydrometeorological service performs the following functions: (a) collection of data and information; (b) transfer of data and information; (c) processing of data and information; (d) storage of data and information; and (e) distribution of data and information.
General objectives of flood risk management shall be as follows: (a) reduction and prevention of the risk of floods for the population, agricultural land and infrastructure elements; and (b) increasing institutional capacity in water resources management. Specific objectives of flood risk management shall be as follows: (a) reducing and preventing the risk of floods for the population, agricultural land and infrastructure elements; (b) avoid flood risks by strengthening flood protection infrastructure; (c) preventing flood risks by ensuring safety of the population and agricultural land located in risk areas; (d) reducing flood risks by minimizing population at risk, as well as economic losses and damages to the environment; (e) increasing the resilience of the population and the environment to flood risk; (f) increasing institutional capacity in the field of water resources management; (g) providing institutional support through technical assistance to minimize the impact of flood risk; and (h) updating flood regulations at national and transboundary levels.
Measures to prevent and reduce flood risks shall be as follows: (a) the principle of balance - based on the balance of measures to prevent and flood risk reduction as well as response measures to reducing such risk, classified as structural and non-structural measures; (b) the principle of sustainable development - a measure proposed for one section of the river, should not adversely affect another section from social, economic and environmental points of view; (c) the principle of applying "good practice" - by determining short-term measures to be taken to prevent flood risk; and (d) the principle of cooperation in the field of flood risk reduction - cross-border cooperation with Ukraine, as well as interdepartmental cooperation at the national level ensuring minimization of the impact of floods on the population, economy and the environment.
