Abstract
National Program for the Development of Apiculture in the Republic of Moldova for 2021-2025 is a nationwide policy document aimed at the development of apiculture and, in particular, obtaining not only the basic product, honey, also a number of byproducts with added value: pollen granules, propolis, royal jelly, bee venom, and increasing export of the aforesaid products. As a result of the measures taken, beekeepers recognized changes in development of the apiculture sector and realized some of the opportunities for performing apiculture activities. As a result, over the past 10 years, the official number of bee colonies in the Republic of Moldova slowly but steadily increases. Currently at maximum 15% of the total volume of honey produced in Moldova, is consumed locally, while the remaining 85% of the production volume is exported, mostly to European Union.
The general goal is to increase the number of bees, increase productivity of bee colonies and development of the range of apiculture products through the use of modern technologies and promotion of professional beekeeping with an increase in production and exports to 8.2 thousand tons in 2025. As the strategic goals of the Association of exporters of apiculture products in Moldova outlined an increase of export of honey with added value, gradual transition from export of honey in bulk to export of packaged honey, development of relations with suppliers of apiculture products (beekeepers) to increase the volume of honey production in the country and mainly monofloral of honey, with the highest value, as well as promoting the improvement the melliferous base of the country.
The objectives of the National Program for the Development of Apiculture in the Republic of Moldova for 2021-2025 shall be as follows: (a) entering new sales markets with packaged products; (b) cooperation between small producers to obtain more favorable sale prices and in order to become more attractive for wholesale international buyers; (c) creation of clusters or groups of producers within regional associations; (d) development of an improved system of informing beekeepers about their rights and improved access to information on the latest technologies; (e) promoting the sector with the country's brand on international markets; (f) more effective state control; (g) promoting the planting of melliferous plants; (h) development and promotion of new production technologies; (i) development of organic beekeeping; (j) development of a system of pollination services to increase fruit yield per hectare and an increase in the income of beekeepers; and (k) certification and standardization of by-products of apiculture, including their export.
One of the problems is the discrepancy in statistical registration of bee families. It is necessary to promote voluntary declaration of the number of bee colonies by creating benefits for this transparent statistical accounting system, assigning a significant role in this process to regional and national associative structures of beekeepers, as well as their regulatory authorities, not excluding participation in this process of competent state bodies with monitoring of registration and accounting process.
Moldavian honey is exported without certificates of origin of quality, and is exported at low purchase prices. Honey that does not pass export tests, remains in the country and migrates along trade routes to local consumers. It is not certified and its content is not tested for toxic substances and antibiotics. Bee poisoning represents is an inevitable phenomenon today, given the trend of agricultural producers for non-compliance with the provisions on the use of phytosanitary products.
Benefits of apiculture for the state consists, on the one hand, in revenues to the state budget, and on the other hand, in maintaining and improving health condition of the population consuming apiculture products.
