Governmental Decree No. 840 validating Horticulture Development Program for 2021-2025 and the Action Plan for its implementation.

Horticulture Development Program for 2021-2025 is a nationwide policy document contributing to the achievement of the task "Directing investments to strengthen the value chain and infrastructure processing of agricultural products and modernization of processing industry by creating a system of small and medium-sized enterprises for processing, storage and packaging of agri-food products" established by for the agricultural sector and the food industry. Ministry of Agriculture, regional development and environment intends to update policies to support the growth and diversification of the horticultural sector, focused on development based on innovation and high competitiveness.
The scope of this Program is to improve competitiveness and sustainability of the horticultural sector through increasing added value of fruits and vegetables production and deepening integration value chain to promote sustainable rural development.
The goal of the Program shall be to increase horticultural production, in particular fresh fruits and vegetables, increase export thereof and internal consumption by the population of fresh fruits and vegetables.
General objectives for the development of the horticultural sector until 2025 are: (a) improving access to markets; (b) accelerating development through investment and innovation; (c) competitiveness of the workforce; and (d) competitiveness of the business environment.
A priority in the sustainable development of the horticultural sector shall be to stimulate the receipt and production of domestic planting material with biological categories and phytosanitary condition in accordance with national standards, and upgrading the infrastructure associated with this priority. The main partners in the implementation of this activity should be public law organizations in the field of research and innovation (research institutes in the field of viticulture, horticulture, biotechnology), specialized associations, partners in development. Other priorities include support through the National Fund for Agricultural Development and Development of Rural Areas of partnerships, regulated by contracts, between horticultural producers and processing industry; increase of added value of fruits and vegetables destined for export; expanding the list of authorized exporters of fruits and vegetables; and expansion of export of organic production.
Responsible for the implementation of the Program shall be: (a) Ministry of Agriculture, Regional Development and Environment; (b) National Agency for Food Safety; (c) Agency for Intervention and Payments in the Field of Agriculture; (d) State Commission for Testing of Plant Varieties; (e) State Institution "Investment Agency"; (f) State Agrarian University of Moldova; (g) Scientific and Practical Institute of Horticulture and Food Technologies; (h) local public administration authorities; (i) vocational and technical educational institutions; and (j) profile associations.
