Governmental Decree No. HG4/2021 validating the Regulation on control of state and mobilization reserves.

This Governmental Decree establishes the procedure for control of state and mobilization reserves and regulates the goal, principles, objectives, subjects underlying the implementation of control, their rights and obligations, as well as the organization, planning and implementation of control of state and mobilization reserves. The scope of this Regulation is to ensure quantitative and qualitative integrity of material assets of state and mobilization reserves, as well as compliance with legislation in the field of state and mobilization reserves. Control of state and mobilization reserves is a set of actions to inspect responsible for storage facilities in order to determine their level of compliance with characteristics, requirements, quantitative and qualitative integrity of material values of state and mobilization reserves, storage conditions and servicing, as well as legislation in the field of state and mobilization reserves. The tasks that are set in the implementation of the control process are aimed at: (a) protection of the interests of the state in the management of the responsible for storage facilities containing state and mobilization reserves; (b) verification of the procedure and activities for the management of material assets of state and mobilization reserves; (c) identification and establishment of inconsistencies and shortcomings in relation to material values of state and mobilization reserves; (d) verification of compliance with legislation in the field of state and mobilization reserves, as well as the provisions of concluded agreements for the storage of material values of state reserves; (e) checking the method of ensuring the preservation of both quantitative and qualitative integrity of material assets of state and mobilization reserves; (f) checking the order of supply and refreshment of material assets of state and mobilization reserves. In the field of state and mobilization reserves shall be exercised the following types of control: (a) planned control; (b) unexpected control; (c) thematic control; and (d) repeated control.
