Governmental Decree No. HG425/2020 validating the Regulation on public institution "Agency for the Development and Modernization of Agriculture".

This Governmental Decree establishes that public institution Agency for the Development and Modernization of Agriculture is a self-governing (autonomous) public institution pertaining to the sphere of competence of the Ministry of Agriculture, Regional Development and Environment. The mission of the Agency is to manage the assets transferred by the Founder, donor assistance and/or loans from financing parties allocated to the Agency for management, for the implementation of measures for the technical equipment of agriculture, based on state policy for the modernization of the agricultural sector, and needs and requests of agricultural producers in the Republic of Moldova. The purpose of the Agency is to facilitate farmers' access to modern agricultural machinery and equipment through purchase and sale, including by installments, to ensure the growth of competitive agri-food products and create alternative proposal/solutions for the modernization of agriculture, by providing advice and expertise, training, assistance in planning a business in agri-food sector. The spheres of competence of the Agency are: (a) obtaining access and introducing funding in the form of donor assistance and/or loans/credits provided by financial international/national organizations, mainly related to equipping domestic agricultural producers with agricultural machinery; (b) providing assistance to observation missions and funding international organizations, as well as further implementation of the recommendations contained in their reports; and (c) ensuring easy and permanent access of beneficiaries to the conclusion through Agency of contracts for agricultural machinery, depending on their requests.
