Governmental Decree No. HG705/1995 validating the Regulation on the procedure of receipt, commissioning, write-off and stubbing of perennial plantations.

This Governmental Decree shall be applicable to perennial plantations (orchards, vineyards, berry plantations, mother plantations and mulberry plantations) planted in the spring of the current year and in the fall of the previous year, which are considered perennial plantations of the first growing season. Perennial plantations planted in the fall of the current year are accounted for by the end of the year as perennial plantings of autumn planting. Acceptance and receipt of perennial plantations of the first growing season are carried out by the commission appointed by the local public administration body with participation in its work of representatives of landowners and persons receiving incoming young perennial plantings under their own financial responsibility. Perennial plantations of the first year of vegetation can be accepted by the commission and are capitalized by the accounting department of the economy, if the percentage of survival and normal development of trees, bushes and berries of the corresponding pomological and ampelographic varieties is at least 90 percent of the landing provided by the project. Landowner is responsible for compliance with technological parameters, planting schemes, systems for forming trees and bushes, anti-erosion measures, timely implementation of agrotechnical works in young perennial plantings as envisaged by technological project. Landowner is responsible for keeping a record book of perennial plantations and the reliability of the information contained therein.
