Abstract
The purpose of this Law shall be the safe management of nuclear and radiological activities exclusively for peaceful purposes in conformity with the requirements of international agreements signed by Moldova. It applies to the following activities: (a) research and operation of nuclear and radiation sites; (b) the manufacture, supply, storage, transportation and transit of sources of ionizing radiation, including nuclear materials and fuel and radioactive waste; and (c) protection against ionizing radiation and packaging of sources of ionizing radiation. Regulation of nuclear and radiological activities shall entail: (a) authorizations; (b) legislative provisions; (c) registration of sources of ionizing radiation; (d) supervision and inspection; (e) penalties; and (f) control over non-proliferation of nuclear materials. The Act consists of eight sections: (1) general provisions; (2) authorized national agency; (3) competence of other bodies involved in nuclear and radiological safety; (4) authorization of nuclear and radiological activities; (5) rights and obligations of authorized staff; (6) state supervision and control over nuclear and radiological activities; (7) liability; and (8) final and transitional provisions. The National Agency shall be the state institution responsible for nuclear and radiological activities under the Ministry of Ecology and Natural Resources, which is responsible for issuing permits to engage in such activities. Nuclear and radiological activities shall be subject to mandatory licensing.
