Abstract
This Law regulates disposal of industrial and domestic waste with a view of reduction thereof, recycling and prevention of environmental pollution. It shall be applicable to all natural and legal persons producing waste. This Law shall regulate relations originating from waste management in the process of: (a) mining; (b) manufacturing, transportation and storage of mechanical articles, consumer goods and, energy and energy sources; (c) agricultural activities; (d) services; and (e) consumption of industrial and consumer goods. The Act consists of eight Sections divided into 28 articles: (1) general provisions; (2) plenary powers in the sphere of waste management; (3) rate setting, registration, planning, inspection, supervision and monitoring; (4) ecological safety requirements; (5) financing and economic incentives; (6) offences and penalties; (7) international agreements; and (8) conclusive and transitional provisions. Natural and legal persons shall have the following duties: (a) to apply ecofriendly processes; (b) waste segregation by categories; (c) registration; (d) waste management with minimum environmental risk; (e) qualitative environmental monitoring in the places of waste storage; (f) full compensation of environmental damage; and (g) transport, storage, recycling, processing and treatment of hazardous and toxic waste in accordance with contracts concluded with the authorized economic entities.

Entry into force notes
The Law enters into force on the date of its official publication except for part (2) of the article 16 and part (2) of the article 20 that enter into force on 1 January 2010.
