Abstract
This multi-sectoral National Development Strategy “Moldova-2020” focuses on the following development priorities: (a) reduction of energy consumption by increasing energy efficiency and the use of renewable energy sources; and (b) increase of competitiveness of agro-food products and sustainable rural development. The vision of this Strategy is to have a socio-economic impact on each of the above areas. The combined effect of solving the problems under consideration is to remove the critical barriers to the optimal use of resources. Such an approach makes it possible to determine the priority directions of the state activity and to include them in the clearly formulated goal of the Strategy: ensuring sustainable economic development and, as a consequence, poverty reduction. The Republic of Moldova will make all the necessary efforts to ensure the transition to the development based on the concept of green economy, which promotes the principles of sustainable development and contributes to poverty reduction, including by ensuring a more efficient management in the field of sustainable development, by integrating and strengthening aspects related to environmental protection in all areas of socio-economic development of the country. Provided that these priorities are implemented, the annual per capita income by 2020 will be on average 12% higher than in the baseline scenario and 79% higher than in 2011. Assuming at least a proportional distribution of wealth, it is possible to estimate the effect of poverty reduction at the expense of average income growth.
The Government of the Republic of Moldova intends to create by 2020 a competitive and efficient energy complex, which will provide all consumers with qualitative energy resources in an accessible and reliable manner, will adequately respond to the problems related to the growth of energy prices, dependence on energy resources imports, as well as the impact of the energy sector on climate change. The strategic vision will be implemented based on the principles of competition and free energy markets.
Growth in consumption of quality agricultural products at the global level opens up excellent prospects for the domestic agricultural sector to increase its contribution to the development of related sectors, such as the banking sector or social protection. The experience of previous years shows that Moldova can produce quality agricultural products with high benefit at an affordable price. Maintaining a decent standard of living for the population and employment opportunities for the labor force in rural areas, as well as improving the quality of life in rural areas should become one of the main priorities of the Government. In this process, the viability of the agro-food sector, the consolidation of the local economy and local communities in rural areas, development of villages and peasant farms. In order to create favorable living conditions in rural areas, it is necessary to develop a consistent and comprehensive policy of rural and agrarian development. The rural areas of the Republic of Moldova will be restored while preserving their traditions and values, and the country's diversified agriculture will produce healthy food products without disturbing the natural landscapes and providing adequate work opportunities. As a result, more and more young people will choose the rural area to live and work in. The Republic of Moldova intends to increase the competitiveness of Moldovan agricultural products to a level comparable to the level of products produced in the EU. The policy objectives of the sector are as follows: (a) diversified, high-value-added agricultural products; (b) food security and reliability; (c) conservation of natural resources and land fund; and (d) ensuring sustainable foundation for the rural economy and increasing the level of employment of the labor force in rural areas. Sustainable agricultural development will be characterized by the introduction of environmentally friendly practices that will improve environmental performance and manufacturing of quality products.
