Abstract
This Law establishes the principles of organization and carrying out phytosanitary quarantine on the national territory. The main tasks of phytosanitary quarantine shall be: (a) protection against the introduction from abroad of quarantine species; (b) timely exposure, localization and liquidation of the outbreak of pests and diseases; (c) state supervision of the requirements of phytosanitary quarantine. The Act consists of five Sections divided into 13 articles: (1) general provisions; (2) State Phytosanitary Quarantine Service; (3) phytosanitary quarantine inspection; (4) financing; and (5) conclusive and transitional provisions. State Phytosanitary Quarantine Service shall carry out the following activities: (a) validation of instructions in the sphere of phytosanitary quarantine; (b) inspection of imported produce subject to quarantine inspection; (c) disinfection of agricultural commodities, seeds and planting material; and (d) issuance of phytosanitary certificates. Phytosanitary quarantine shall be applicable to: (a) seeds and planting material; (b) bacteria, viruses and insects; (c) pests, herbaria and collections of seeds; (d) agricultural machinery and equipment; and (e) storage facilities, premises of agricultural enterprises, agricultural and non-agricultural land.
