Abstract
The scope of this Law is to ensure transparency of activities in the public sector. This Law regulates: (a) the procedure for the implementation and protection of the right of access to socially significant information; (b) responsibilities of information providers to provide access to socially significant information; (c) legal liability for violation of provisions on access to socially significant information; and (d) mechanism for monitoring and controlling the implementation of this Law. Ensuring access to socially significant information is based on the following principles: (a) the principle of providing socially significant information - all information held by information providers is recognized as publicly available; (b) the principle of mandatory publication of publicly relevant information – information providers must proactively publish and disseminate all information of public interest; (c) the principle of introducing open management – public authorities must introduce a culture of transparency and openness among public agents and the right of the population to information; (d) the principle of promoting access to public information – information providers should provide assistance to all interested persons, in particular persons with special needs, in making applications, receiving and interpreting the response; and (e) the principle of transparency of meetings – meetings of public authorities should be open to the public, during which it is allowed to record information about the decision-making process.
