Law No. LP16/2025 “On spa, climatic and balneoclimatic resorts and balneological and health rehabilitation treatment.

This Law regulates the general framework regarding spa, climatic and balneoclimatic resorts and spa and health rehabilitation treatment. Natural factors are considered: therapeutic mineral waters, therapeutic lakes and muds, therapeutic gases, set of physico-chemical climatic elements of aquatic basins and therapeutic factors of the main types of bioclimate in the national territory. The establishment of a spa, climatic or balneoclimatic resort pursues the following objectives: (a) optimal utilization of therapeutic mineral resources, determination and the development of the spa function in correlation with the established reserves of these resources; (b) developing the tourist function of the locality/area through development of other natural and anthropogenic resources in the locality/area; and (c) the economic and social development of the locality through the development of commercial, cultural, social and technical-urban infrastructure corresponding to the needs of spa tourism and the local population. For the purpose of rational exploitation and sustainable management of therapeutic mineral substances, as well as for the purpose of conserving hydromineral resources in particular, spa, climatic, balneoclimatic and tourist resorts must have specific exploitation and consumption norms for these substances. The status of a spa, climatic or balneoclimatic resort is granted to localities/areas which, due to their climatic, balneological conditions and their engineering and technical equipment, are of particular importance for the health and recreation of the population.
