Abstract
This Law establishes: (a) requirements for the institutional organization and management of the livestock sector; (b) requirements for the maintenance, feeding, reproduction and breeding of animals; (c) requirements for the conservation of genetic resources; (d) requirements for trade in breeding animals and their reproductive material; (e) requirements for the acknowledgement of breeding enterprises, breeding farms and livestock breeding farms; (f) rights and obligations of animal owners, breeding enterprises and breeding farms; (g) requirements for the inclusion of breeding animals in pedigree books and zootechnical registers and admission to the reproduction of breeding animals and their reproductive material; (h) requirements for the valuation of breeding animals; (i) requirements for the issuance of zootechnical certificates for breeding animals and for their reproductive material. This Law applies to breeding animals and their reproductive material in the event that the animals concerned or the offspring obtained from their reproductive material are intended to be entered in the stud book as purebred breeding animals or in the zootechnical register as hybrid breeding swine. This Law does not apply to breeding animals and their reproductive material in the event that the animals and the corresponding reproductive material are intended to be used for experimental or other scientific purposes. The scope of this Law is to strengthen the institutional framework and create organizational, economic and legal conditions favorable for the sustainable development of the livestock sector, which will ensure: (a) increasing the productivity of animals through the introduction of advanced technologies for their growing and use; (b) support to animal owners in the process of introducing advanced technologies and innovative projects in the field of livestock farming; (c) improvement of existing breeds and species of farm animals; (d) creation of new breeds, types and crosses of animals with high productive potential; (e) improving the quality and competitiveness of products of animal origin and their promotion in the domestic and foreign markets; and (f) protection of the environment, public health and animal health during breeding and movement. The objectives of this Law are: (a) ensuring continuity in the activities of raising and breeding livestock at the highest level; (b) maintaining and increasing the breeding value and genetic diversity of animals; (c) use of animal rearing methods that comply with environmental regulations, animal welfare regulations, public health regulations, veterinary regulations and market requirements; (d) preservation of the genetic fund of local breeds, the existing livestock, and the genetic diversity of this livestock; and (e) orientation towards international standards in the livestock sector. This Law contains XIII Chapters divided into 61 Articles. Chapter I lays down general provisions. Chapter II regards institutional organization and livestock sector management. Chapter III establishes the procedure for keeping farm animals. Chapter IV regards livestock breeding. Chapter V regards acknowledgement of breeding enterprises, breeding farms, pedigree breeding farms, and validation of breeding programs. Chapter VI establishes rights and obligations of the owners of farm animals, breeding enterprises and breeding farms. Chapter VII regards introduction of breeding animals in herd books, registration in zootechnical registers and selection for reproduction. Chapter VIII regards livestock assessment. Chapter IX regards issuance of zootechnical certificate. Chapter X establishes official control of animal breeding activities. Chapter XI establishes actions in case of detection of non-conformity/ Chapter XII regards import of breeding animals and reproduction material obtained therefrom. Chapter XIII lays down conclusive and transitional provisions.
