Abstract
This Law establishes the basic safety requirements for the protection of public health as a result of occupational and medical exposure and exposure of the population, as well as from the dangers caused by ionizing radiation. The provisions of this Law apply to all planned, existing or emergency exposure situations involving a risk caused by exposure to ionizing radiation, which cannot be neglected from the point of view of radiation protection or environmental protection for the purpose of long-term protection of human health. This Law does not apply in the case of: (a) exposure due to natural background radiation, such as the presence of radionuclides in the human body and the dominant space radiation near the soil surface; (b) exposure of the public or workers, with the exception of air crews or spacecraft due to exposure to cosmic radiation in flight or in space; and (c) irradiation at the soil surface with radionuclides from untreated Earth’s crust. The general principles of radiation protection established by this law are as follows: (a) substantiation; (b) optimization; and (c) dose limitation or standardization. The National Agency ensures that, prior to issuance of authorization, new classes or types of practical activities, substances or commodities leading to exposure to ionizing radiation are substantiated. This Law contains IX Chapters divided into 106 Articles. Chapter I lays down general provisions. Chapter II defines concepts. Chapter III determines the system of protection against radiation. Chapter IV establishes requirements for training, preparation and information in the field of protection against radiation. Chapter V regards substantiation and regulation.
