Ministerial Decree No. 360 validating Regulation on import and export of seeds and planting material.

This Ministerial Decree establishes terms and conditions of import and export of seeds and planting material for the purpose of the protection of internal market against the introduction of uncertified seeds of poor biological quality, unregistered plant varieties and hybrids, and also for the protection of the national selectionists. Only super elite, elite and certified seeds shall be authorized for import and export. Import and export of seeds and hybrids covered by patents shall be carried out exclusively by consent of patent owners. Only registered seeds and hybrids shall be authorized for import. During import seeds shall be certified for germination. Trade of the imported seeds without quality certificate issued by the State Seed Inspection shall be prohibited. Import and export of seeds shall be carried out in packaged and sealed lots marked in accordance with the established modalities.
