Ministerial Decree No. 91-94 validating the Regulation on the establishment of protected areas.

This Ministerial Decree establishes the categories of protected areas, purposeful use thereof, the modalities of management, examination of proposals for the establishment of protected areas, and designates the authorized executive bodies and state institutions responsible for decision-making in the sphere of protected areas. Protected areas shall be classified as follows: (a) international, national and local; (b) national – national reserve, national park, nature monument, nature reserve, landscape reserve, resource reserve, multifunctional reserve and biosphere reserve; (c) national – botanical garden, dendrological garden, horticultural garden and zoological garden; and (d) wetlands (Ramsar Convention) and areas for nature protection and conservation of European wildlife and natural habitats (Bern Convention).
