Abstract
Global changes are characterized by vast processes of structural transformations in response to challenges recognized by the international community and which have a decisive influence on long-term stable development. Global demand for food is increasing, increased urbanization, rising input prices, pressure on water resources and increased vulnerability of agricultural crops and livestock to climate change will limit food production.
The slow progress of rural development is influenced by a wide spectrum of interconnected phenomena and processes, such as mass migration, declining fertility rates, population aging, insufficiency of basic services, underdevelopment of social infrastructure, but also lack of jobs. Most of these processes have much deeper systemic and societal causes, and their evolution shows alarming trends. In addition to the narrow spectrum of occupations and jobs demanded in the rural environment, another cause is the degraded and underdeveloped social infrastructure, which inevitably determines a quality of life clearly inferior to that in the urban environment. Large discrepancies are also observed in the level of housing equipped with amenities. Limited access, inefficiency and poor quality of public services (education, health, transport, water) have generated social exclusion, persistent poverty and vulnerability to shocks of the rural population. In combination with economic factors, limited access to public services and underdeveloped public infrastructure are the main cause of stagnation in the development of the rural environment.
Taking into account the specifics of the domestic production market, where about ¾ of the total agricultural entities represent small and medium enterprises, it is recommended to include the support process in the development of the cooperation system. The urgent need to reform the system of research, innovation and technological transfer remains one of the challenges facing the agriculture of the Republic of Moldova. Competitive agri-food sector, centered on value chains with increased potential, developed in harmony with the environment and resilient to climate change, which strengthens food security and safety and provides well-being and better living conditions in rural population.
The Strategy sets out the following general objectives: (a) strengthening the potential of the agricultural sector resilient to climate change; (b) promoting smart, efficient and sustainable agricultural practices; (c) developing the local market and increasing export potential; and (d) supporting sustainable rural socioeconomic development.
The economic impact refers to Increasing income from sustainable sources and mitigating economic inequalities. The social impact involves facilitating the achievement of the specific impact indicators of the objectives, namely those related to increasing the access of the rural population to physical infrastructure and public utilities. Environmental impact will facilitate the development of agriculture with low impact on the environment and increase the development indicators of ecological agriculture.
