Abstract
The National Program for the surveillance and combating of antimicrobial resistance for the period of 2019-2028 is the fundamental policy document regarding national interventions in the field of effective management of antimicrobial resistance aimed at ensuring the sustainable health and well-being of the human and animal population. The Program is accompanied by an Action Plan (Annex no. 2), which specifies the general and specific objectives, tasks, specific actions, implementation terms and clear responsibilities for all partners involved in activities related to antimicrobial resistance.
Vision: Sustainable health and well-being of the human and animal population through effective management of antimicrobial resistance. Scope: Carrying out comprehensive actions to control and contain the development and spread of antimicrobial resistance to ensure health protection and disease prevention in humans and animals. General objective: Reducing the number of communicable diseases, the irrational consumption of antimicrobials and maintaining the effectiveness of treatment by strengthening capacities and services in the human, veterinary and agricultural fields.
Specific objectives: (a) consolidation, by 2020, of coordination at the national level by establishing and/or operationalizing the activity of responsible structures at all levels; (b) strengthening the national antimicrobial resistance surveillance system by integrating into the CAESAR international network in the field of human health by 2024, creating and operationalizing the system in the field of animal health and food safety, by 2025, monitoring resistant strains in the environment and creating an operational platform for the standardized collection and operative exchange of data between institutions in the fields of human health, animal health, food safety and the environment by 2028; (c) the alignment, by 2028, of the national legislation in the field of consumption of antimicrobials, in accordance with the acquis communitaire; (d) reducing the incidence of communicable diseases by ensuring hygiene, sanitation and infection control measures associated with healthcare based on evidence collected through the implementation of the current surveillance study at the level in 100% of hospitals by 2022; (e) combating antimicrobial resistance in the veterinary and agricultural fields by harmonizing the regulatory framework in the field of circulation of veterinary medicinal products to EU rigors with the mandatory inclusion of precautions and warnings regarding antimicrobial resistance by 2028; (f) increasing the degree of awareness regarding antimicrobial resistance through information, education and professional training with increasing the share of the informed general population, up to 30%, by 2023; and (g) consolidation of research in order to reduce antimicrobial resistance by launching an initiative of joint programs in the human, veterinary and environmental fields by 2028.
