National Strategy for Agricultural and Rural Development 2023-2030.

The Strategy defines three general strategic objectives, which aim to strengthen the potential of the agricultural sector resilient to climate change, promote smart, efficient and sustainable agricultural practices, developing the local market and increasing export potential, as well as supporting sustainable rural socio-economic development. The achievement of the three general objectives will be achieved by means of a set of specific objectives from which programs, investment measures and financial support and sectoral plans of concrete measures and interventions will derive.
The main findings in the field of organic production are: (a) national policies and practices regarding organic production do not comply with EU norms; (b) Moldavian ecological certificates are not recognized in the EU, which narrows the market for ecological operators from the Republic of Moldova; (c) there are insufficient capacities to control the conversion of massifs, certification technologies, raw materials and ecological products; and (d) the field faces a chronic lack of specialists. There is also a lack of local production capacities for biological preparations to combat diseases and pests.
Limited access, inefficiency and poor quality of public services (education, health, transport, water) have generated social exclusion, persistent poverty and vulnerability to shocks of the rural population. In combination with economic factors, limited access to public services and underdeveloped public infrastructure are the main causes of stagnation in the development of the rural environment.
Development needs related to inputs and premises for agricultural activity: (a) the need to protect, maintain and improve the quality of the soil through the application of agro-environmental measures; (b) the improvement, restoration and consolidation of agricultural land, but also the reintroduction of degraded land into the productive circuit; (c) ensuring the priority of energy projects from renewable sources thus contributing to the sustainable development of rural areas; and (d) adapting to the effects of climate change by providing solutions.
The specific objective aims to improve living conditions and diversify local economies by addressing the challenges of migration, population aging, insufficient service coverage, underdevelopment of social infrastructure, lack of jobs, but also exposure and vulnerability to the impact of climate change. In order to achieve the proposed objective, the normative framework will be elaborated and adjusted, which would allow the granting of subsidies for the improvement of working and living conditions in the rural environment, respecting gender equality and social inclusion.
