Abstract
New Coronavirus Infection Preparedness and Response Plan (COVID-19) Republic of Moldova is a nationwide policy document developed on the basis of recommendations of the World Health Organization, lessons learned in the pandemic of influenza A (H1N1) 2009-2010, on risk assessment and management strategies, ensuring flexibility depending on the situation.
The goal of the Plan is to protect the population of the Republic of Moldova in the conditions of triggering a COVID-19 epidemic/pandemic.
The objectives of the Plan shall be as follows: (a) limiting human-to-human transmission, including reducing secondary infections among close contacts and medical workers, prevention of subsequent transmission, as well as further international dissemination: (1) rapid identification, diagnosis, isolation and early care for patients, as well as providing optimized care of infected patients; (2) identifying, evaluating and tracking contacts with a given priority to high-risk locations, such as medical institutions; (3) ensuring the implementation of infection prevention and control in medical institutions; (4) implementation of recommendations on international travel; (5) raising the level of awareness among the population through risk communication and community involvement; and (b) mitigation of impact in the case of community-wide transmission: (1) reducing the severity of the disease by providing clinical care, in particular for vulnerable populations; (2) ensuring the availability of alternative plans to avoid interruption of medical care; (3) minimizing social disruptions and ensuring functionality and continuity of activities for the delivery of essential services and products.
The Plan describes the objectives and response actions, as well as the structure, authorities and responsibilities to ensure a systematic, coordinated and effective response. The Plan involves several ministries and society as a whole, including contributions from the private sector. Based on the assessment of the country's capacities and the list of checking the level of training, this Plan allows the identification of areas in which lack procedures, operational plans and resources and provide a model for operational planning to address these gaps.
The Plan includes the following basic components: (a) coordination of preparedness and response measures; (b) risk communication and community involvement; (c) epidemiological surveillance; (d) border crossing points; (e) case investigation and rapid response; (f) laboratory investigation; (g) prevention and control of infection; (h) case management; (i) multisectoral actions to mitigate social and economic consequences; and (j) logistics and inventory management.
