Abstract
The Ministry, with a view to intensify actions to prevent and contain the development of resistance of microorganisms to antimicrobial preparations, to strengthen the national system of epidemiological surveillance and control of communicable diseases and public health implementation actions of the International Sanitary Regulation in the prevention of cross-border transmission of public health hazards, increasing the quality of microbiological laboratory services through integration into international networks of supervision, orders to constitute the national system of epidemiological surveillance of antimicrobial resistance. The objectives of the national AMR Surveillance system are: (a) collecting comparable and valid data; (b) analysis of trends regarding the resistance phenomenon at the country level and in comparison with other countries; (c) providing reports and analytical information on AMR to the Ministry of Health, Labor and Social Protection and other central authorities, for substantiating decisions and public health interventions; (d) substantiation of institutional programs for monitoring AMR and consumption of antibiotics; (e) increasing the quality of microbiological laboratory diagnosis and access to services of microbiological laboratory at all levels of AMR supervision; (f) substantiating the prudent administration of antimicrobial preparations; (g) monitoring the factors that influence the appearance and spread of microorganisms with resistance to antimicrobial preparations and the circumstances that led to occurrence of events/risk situations/outbreaks associated with them; and (h) provision of standardized and comparable data to the Central Asian and Eastern European Surveillance of Antimicrobial Resistance (CAESAR) network, the scientific and professional community to ensure information sharing, policy development and implementation of international best practices. Annex 1 contains the form of Enrollment sheet in the AMR national epidemiological surveillance system. Annex 2 contains Table of Variable set for reporting national AMR data in CAESAR. Annex 3 contains Combinations of strains of microbial agents /biosubstrates/set of antibiotics for reporting in the national AMR surveillance system.
