Abstract
This Order approves the Methodological Instructions on the development of hunting management plan. The Instructions establish a mandatory sequence of steps for drafting a 15 year game management plan, which is described as an essential component of the sustainable administration and management of game funds. The objective is to ensure continuity and sustainability of hunting activities in the medium and long term through efficient planning and achievement of defined objectives. The plan must cover the entire period of use of the game fund and is both elaborated and implemented by the game fund manager. The Instructions define key hunting related installations (feed depots, cervid feeders, salt licks, wild boar feeding sites, observation towers, hunting towers, watering points, and game dressing points) and prescribe the structure and content of the game management plan. Required elements include detailed data on the area (total, productive and non productive hunting surfaces, quiet zones, protected natural areas, neighbouring game funds), water resources, vegetation conditions, forest plantations, and land use categories. The plan must also include the number of game species of interest in the first year of use, real and optimal population levels, quality categories, and descriptions of main game species. It further requires 15 year projections of revenues and expenditures, planned agricultural crops for feeding game, and measures for stocking or restocking the game fund with species of hunting interest, all presented through standardized tables and a model plan annexed to the Instructions. Implementation provisions require the game fund manager to submit a detailed report on plan implementation every five years, followed within 30 days by any necessary adjustments to the plan. The Instructions mandate specific measures for guarding and protecting the game fund, including daily patrols, equipping guards with communication, protection and weapons in line with legislation, cooperation with the Environmental Protection Inspectorate, Police and local authorities, installation of information and warning signs, and monitoring and reporting on the health status of wild fauna. Complementary activities to be described in the plan include public education and awareness, ecotourism and hunting tourism, involvement of local communities, use of modern evaluation and monitoring methods (such as drones and cameras), and actions to combat poaching and illegal activities. The Order provides for publication on the Ministry’s website, enters into force upon publication in the Official Gazette, and assigns control of execution to a designated state secretary.
