Abstract
National policy in the field of water relations is based on the state's exclusive ownership of surface and groundwater resources. Regulation of relations arising in matters of water use between the state and the water user, as well as between water users, is carried out on the basis of existing legislation and other regulations. Water resources or waterbodies can be transferred for use to natural persons and legal entities under certain conditions and for certain periods. The Concept of the national policy in the field of water resources was developed for the period 2003-2010, taking into account socio-economic transformations in the country, regional and global programs and trends in this area and is aimed at preventing the degradation of water resources. The main objectives of the national water policy are: (a) implementation of sustainable management of water as a natural component of the environment (resources) and as a socio-economic category (product); and (b) creating healthy and safe living conditions for people. The main objectives of this Concept are the rational use and conservation of water resources, improving water quality, meeting the needs of the population and the national economy, and restoring aquatic ecosystems. In the context of this Concept, sustainable management of water resources at the state level provides for the implementation of the following priority tasks: (a) development and approval of legislative, legal, organizational, financial, economic, information, educational, control and other mechanisms, the use of which will guarantee sustainable management of water resources; (b) stable supply of high-quality potable water to the population by guaranteeing the minimum required amount of water that meets sanitary and hygienic requirements; (c) creating conditions to ensure the country’s food security based on irrigation that meets user requirements; (d) coordination of plans for the development of water-consuming sectors of the economy (industry, energy, fisheries, transport, tourism and recreation) and plans for the social development of society and taking them into account when making decisions and sharing responsibilities; (f) maintaining the existing level of risk of negative impacts of water and minimizing its possible consequences by applying preventive measures; (f) application of pragmatic principles for the protection of water resources as a natural environment and life resource for present and future generations, taking into account international concepts; (g) promoting socio-economic development consistent with the natural potential of waterbodies and catchment areas with a guarantee of full compensation for possible damage; and (h) promoting rational consumption of water and energy resources and multifunctional use of the benefits of water and surrounding areas. Basin management is carried out by a body authorized to solve water problems within the framework of current legislation within the basin it manages. The basin management body is formed from representatives of all interested parties (state, economic entities, local authorities, the public) and bears full responsibility for the decisions made and their implementation. No activity directly or indirectly affecting waterbodies and/or affecting their condition can be carried out without prior approval by the basin authority. The priority direction of state policy in the field of water resources is to provide high-quality water to the population. The state guarantees, first of all, compliance with potable water quality standards in cities with centralized water supply systems and a gradual improvement in the quality of potable water in rural areas and in cities that do not have a centralized water supply. In the future, in accordance with the Constitution of the Republic of Moldova, access to high-quality drinking water must be guaranteed for the entire population.
