Abstract
In 2011, the Government, by Resolution No. 205 of March 31, initiated the procedure ratification, and Parliament, by Law No. 171 of July 28, ratified the Moldovan-Ukrainian protocol, on the basis of which to Ukraine was transferred full ownership of Novodnistrovskaya pump-storage hydroelectric power station. Scientists and environmentalists note deteriorating hydrological, hydrochemical and hydrobiological regime of the Dniester River, 80-percentage decrease over the past 7-8 years in the potential for self-cleaning (the river is no longer capable of self-cleaning), the disappearance of valuable fish species, intensive siltation of the river, a sharp drop in volume, debit and level of water, replacement of plants characteristic of rivers with plants, characteristic of marshes and wetlands, and many other problems indicating the risk that our citizens will soon be left without a source of drinking water, while catastrophic environmental consequences can become irreversible not only for Republic of Moldova, but also for Ukraine. Parliament expresses deep concern about Kiev's intention to establish and put in operation of new turbines and expansion of the Novodnistrovsk pump-storage hydroelectric power plant, as well as the planned construction on the Dniester of a cascade of six hydroelectric power plants, which we consider disastrous for the Republic of Moldova. We believe that proposals for new environmental impact assessments due to the expansion of the Dniester hydropower complex are relevant and will allow solving serious problems of the lower reaches of the Dniester River. In this regard, we call on international and European organizations in the field of environmental protection, development partners and diplomatic missions, accredited in the Republic of Moldova, representatives of civil society and mass media in the country and abroad to be more actively involved in solving the problem of Dniester River.
