Presidential Decree No. DP24/2021 validating the Regulation on advisory councils under the President of the Republic of Moldova.

In order to ensure constructive dialogue and effective cooperation between the President of the Republic of Moldova and representatives of non-profit organizations, business environment and civil society, public institutions, central and local public authorities on the most important problems faced by the Republic of Moldova, and on the basis of part (1) of Article 94 of the Constitution of the Republic of Moldova, the President of the Republic of Moldova decides to validate the Regulation on the activities of the advisory councils under the President of the Republic of Moldova. The advisory councils are involved in the implementation process by the President of the Republic of Moldova of his constitutional powers by: (a) active participation of representatives of non-profit organizations, business environment and civil society in the decision-making process; (b) drawing the attention of the President to the decision on the most important state problems; (c) submitting proposals on issues aimed at protecting rights, freedoms and legitimate interests of citizens; (d) participation in the decision-making process and making recommendations regarding implementation by the President of the Republic of Moldova of his powers in accordance with the Constitution; (e) participation in the endorsement of legislative initiatives of the President in various fields and in promoting reform initiatives and developing proposals for these initiatives; (f) development of studies, analyzes and reports on the activities of central public authorities and other public authorities and institutions and the establishment of cooperation of the President of the Republic of Moldova with them; (g) active cooperation with representatives of local public administration and holding joint meetings to identify problems in their activities and finding ways to solve them; (h) providing informational, methodological and other assistance to strengthen relations between the President of the Republic of Moldova and representatives of non-profit organizations, business environment and civil society, as well as public institutions and bodies of central and local public administration; (i) submitting proposals to the President of the Republic of Moldova on legislative initiatives related to various fields of activity; (j) studying the requests of the head of state by presenting decisions and recommendations on problems of society; (k) organizing public discussions on draft laws and other normative acts in compliance with the law; (l) analyzing proposals from experts in the relevant field and representatives of civil society on the adoption of measures necessary for the implementation of state policies; (m) involving experts and specialists in various fields in its activities; and (n) setting up working groups composed of experts, well-known personalities and representatives of public authorities to discuss problems in various fields.
