Abstract
The scope of evaluation of the Audit Report on the management of phytosanitary products and fertilizers through the prism of guaranteeing the safety of food products of plant origin was to assess the measures taken by responsible authorities in the field of management of phytosanitary products and fertilizers to guarantee the safety of food products of plant origin and to identify obstacles that affected the achievement of the proposed objectives, including the effectiveness of the audited area. The audit procedures carried out revealed problems and shortcomings at all stages of management of phytosanitary products and fertilizers, food safety being questionable. Thus, the following has been established: (a) inconsistent implementation of tasks to update and improve the national regulatory framework both in the context of its harmonization with European legislation and with the aim of developing relevant secondary legislation; (b) failure to ensure strict management of information on phytosanitary products and fertilizers included in the value chain, and failure to obtain comprehensive, real and timely data to support the development and implementation of policies related to the management process of phytosanitary products and fertilizers; (c) lack of conditions for safe storage of phytosanitary products and fertilizers, causing their dangerous storage and generating risks for human health and the environment; (d) the lack of regulations on the sale and use of phytosanitary products and fertilizers, thus requiring users to act within the limits of their own judgment, sometimes ignoring safety regulations; (e) lack of vision, mechanism and norms that will ensure the destruction/neutralization of expired/removed phytosanitary products and fertilizers; and (e) the cumulative implementation of monitoring procedures, using some inappropriate databases and registers that do not promptly, comprehensively and reliably provide data on the quantities of phytosanitary products and fertilizers imported, stored and used on the territory of the Republic of Moldova.
