Strategic Framework for Adaptation to Climate Change in the Dniester Basin.

Strategic Framework for Adaptation to Climate Change in the Dniester Basin is a cross-sectoral policy document, which states that as part of climate change adaptation at basin level of greatest importance and relevance are problems directly related to aquatic environment and change of water regime. Among all the problems of change climate in the Dniester basin are attributed to priority issues of change of regime, soil degradation and degradation of agricultural land, as well as the effects of impact of climate on human health and water supply. For the Dniester basin, a likely change in volume and seasonal distribution of runoff is one of the critical effects of climate change. Further climate change trend is likely to lead to increased intensity and unevenness of precipitation - especially heavy rains - and related rises in the Dniester River.
The goal of developing Strategic Framework for Adaptation to Climate Change in the Dniester Basin shall be to recommend measures that: (a) are required to reduce vulnerability of nature, economy and population of the basin in relation to climate change; (b) can and should be implemented at the level of water basin or with the participation of its institutions; and, especially which (c) • are difficult or impossible to implement outside basin coordination mechanisms and cooperation.
Strategic measures shall be aimed at: (a) reduction of damage from extreme floods; (b) reduction of damage from reduced runoff; (c) reduction of damage from deterioration of water quality; (d) increasing the stability of water and near-water ecosystems; and (e) general measures of adaptation to climate change climate in the water basin.
Important mechanisms of adaptation to climate change are complex of hydraulic units (waterworks) on the Dniester River and flood dams along both riverbanks mostly built below Dubossary reservoir. Optimization of the use of such tools cops in the interests of the Dniester Basin, including by further development and maintenance in very good technical condition flood control infrastructure is an important part of the recommendations contained in the Strategic Framework.
Strategic Framework summarizes the current data on actual and possible future trends of climate change in the Dniester Basin, generally characterized by higher air temperature in the water basin, amplification the aridity of its southern part and the increase in intensity and irregularities of rainfall. On the other hand, existing natural technical and organizational capabilities of the water basin for adaptation to climate change, with their reasonable and full use, will partially neutralize adverse trends.
The scope of Strategic Framework is to set out modern vision of the countries of the basin, support and guide their joint actions regarding: (a) understanding of the basin as a single ecological systems in the context of climate change and other types of impact on water resources; (b) to approve national adaptation plans, integrated basin management and other similar management tools with cross-border adaptation needs to climate change while avoiding “one-way” adaptation to the detriment of others countries and parts of the basin; and (c) contribute to better management and transboundary cooperation in the field of water basin management as a whole complex.
