Abstract
Subsoil Code shall regulate relations concerning management, protection of subsoil and mining. Subsoil shall be public property. The following subsoil management activities shall be authorized: (a) geological and ecological study; (b) extraction of minerals; (c) burial (storage) of hazardous substances and industrial waste; (d) other state and public needs. The Act consists of eleven Sections divided into 51 articles: (1) general provisions; (2) study of subsoil; (3) information system on subsoil; (4) projecting and construction of enterprises, objects and works related to subsoil management; (5) mining; (6) burial (storage) of hazardous substances; (7) safety arrangements; (8) protection of subsoil; (9) mines inspectorate; (10) dispute settlement and liability; and (11) international agreements. Subsoil management shall be charged. Expropriation of subsoil for state and public needs shall be carried out by decision of the body that has authorized concession of subsoil. Subsoil shall be allotted in accordance with concession and mining licence.
