Abstract
The problem of increasing the pastoral value of meadows is of particular importance, both for exploiting the potential of this cheap fodder resource and for preserving their multifunctionality. At the same time, a sustainable management of the meadows is necessary, which cannot be carried out without the organization of the territory and without pastoral development projects (management plans), where both the increase and the appropriate capitalization of the grassy carpet, as well as the necessary infrastructure and facilities, are included.
The attested situation in the management of communal and private forestry and pastoral resources requires the full involvement of all public authorities that have direct or indirect attribution in the process of administration and management of the respective natural resources.
Management is the basic tool in the process of implementing the activities of rational management of forests and meadows. The management of forests and meadows (as science and practice of the organization and management of forests and meadows, in accordance with ecological, economic and social requirements) is based on the concept of sustainable development, respecting the principle of continuity, functional effectiveness, conservation and improvement of biodiversity. Pastoral planning is carried out for each sector/body of meadow separately based on a detailed study of both the vegetation and the conditions of the environmental factors that influence and determine the vegetation. The data obtained as a result of the respective study serve to argue and develop management, care and improvement measures, which will be included in the management plans of the grasslands owned by the beneficiary communities. It is also important to mention that the pastoral field appears in the view of foresters due to the fact that the quantitative and qualitative state of the meadows has a determining influence on the process of allocating land under afforestation.
