Decision on the development of the Spatial Plan of Montenegro.

This Decision, based on the provisions of the Law on spatial planning and construction of facilities, approaches the development of the Spatial Plan of Montenegro. The plan is made for the entire territory of Montenegro and represents the general basis of the organization and spatial planning of the national territory, including urban land, sea area and coastal zone. Space, as one of the most important resources of Montenegro, is the basis for overall development, by strengthening the essential purposeful use of spatial potentials, as well as preservation of landscape diversity and biodiversity. Regional specifics are the basis for achieving local, regional and international identity of Montenegro. Montenegro 's strategic commitment is to rationally and sustainably use its natural and artificial resources and to develop as an ecological state, in accordance with the constitutional provision, through: application of the principles of sustainable development; continuation of transition reforms; inclusion of Montenegro in European integration flows and the European Union and more fully use of various forms of domestic and foreign institutional and expert assistance and advice; expansion of international economic and other exchanges; faster and sustainable economic growth; improving social development and social cohesion; development of various forms of social communication and interaction; preservation and development of cultural (ethnic, religious, gender, etc.) identity and diversity; timely drafting and adoption of missing strategic documents.
