Abstract
This Montenegrin Disaster risk reduction strategy with a dynamic plan of activities for the implementation of the strategy for the period 2018 - 2023 aims to reduce and prevent the occurrence of new risks, strengthen the capacity of society and state institutions in response to various types of natural and other disasters. Natural and technical-technological disasters are on the rise and with their frequency and sometimes destructive effect, significantly hinder the sustainable development of society as a whole, generating new risks and increasing losses related to disasters that have environmental, economic, social, health and cultural impact. Disaster risk reduction includes professionally broad implementation of activities on analyzing the causal factors of disasters, proper land and environmental management, reducing exposure to hazards and vulnerabilities of persons and property, and improving overall preparedness for disasters.
The strategy is adopted for a six-year period and includes: review and analysis of the situation in the field of protection and rescue, vision and strategic directions of development, basic strategic solutions and guidelines for reducing the risk of disasters, natural disasters and other disasters, with priorities and institutional basis for implementation and financing. In order to reduce disaster risk, it is necessary to focus on strengthening the capacity for disaster risk management, as well as on networking of all institutions, relevant sectors and stakeholders at the appropriate levels for action in the event of disasters. Prevention of new risks and reduction of existing ones, through the implementation of integrated comprehensive economic, social, health, educational, environmental and other measures, prevents and reduces the exposure and vulnerability of society to disaster risks, increases preparedness for response and recovery, and thus increases the stability of society. Main goals of this Strategy are: 1) Raising public awareness and encouraging institutions to implement activities in the field of disaster risk reduction; 2) Strengthening the capacity for risk management from natural and other disasters; 3) Integrating disaster risk reduction into policies, programmes and plans; 4) Creating safe and resilient communities in relation to disasters. Topics involved in this text are also including geological hazards (earthquakes, landslides), hydrogeological hazards, hydrometeorological hazards (floods, heavy rainfall, sudden melting of snow), heat-tropical waves, cold-ice, stormy-destructive winds, atmospheric meteorological systems-cyclones, fog, drought, fires, forest fires, epidemics - infectious human diseases, epizootics - infectious animal diseases, epiphytosis - intensive and mass occurrence of harmful plant organisms, natural phenomena and hazards at sea, industrial accidents, accidents at sea, air traffic accidents, nuclear and radiation accidents.
