Abstract
This Regulation prescribes the contents of Prior Informed Consent (PIC procedure according to the Rotterdam Convention) as regards the export of chemicals from the territory of Montenegro; sets the administrative deadlines and the manner for implementation of such procedures.
Export of chemicals based on prior notification is done for: all chemicals from the List of chemicals subject to the prior notification procedure (see Annexes 1 and 2); unreacted form of chemicals form the same List; and mixtures containing substances listed in the Annex 2 and 3.
This notification shall contain the following information: name of the country of export or import; identity of the chemical or product: trade name of the chemical; chemical name (according to IUPAC); CAS number; customs tariff code; EC number; exporter data (date, name and place/address of exporter and importer); the nature of each specific chemical in relation with its hazard class; precautions to be taken to reduce risks; list of recognized physico-chemical, toxicological and ecotoxicological properties.
