Regulation on the manner of performing the examination, conditions and manner of issuing the plant passport.

This Regulation, as in accordance with the Montenegrin Law on plant health protection, prescribes the programme and manner of professional training of the responsible person/persons for plant health protection, manner of performing health and phytosanitary inspection, conditions for issuance and manner of issuance of plant passport, form and content of plant passport and manner of marking of plant consignments moving from the place of introduction to the destination inside country borders.
In this text, the contents of the following European Union thematic legislative documents are been transposed: Commission Implementing Regulation (EU) 2017/2313 of 13 December 2017 setting out the format specifications of the plant passport for movement within the Union territory and the plant passport for introduction into, and movement within, a protected zone; Commission Delegated Regulation (EU) 2019/827 of 13 March 2019 on criteria to be fulfilled by the professional operators in order to comply with the conditions set out in Article 89 (1) point (a) of Regulation (EU) 2016/2031 of the European Parliament and of the Council and procedures to ensure that those criteria are met; Articles 78-95 Regulation (EU) 2016/2031 of the European Parliament of the Council of 26 October 2016 on protective measures against pests of plants, amending Regulations (EU) No 228/2013, (EU) No 652/2014 and (EU) No 1143/2014 of the European Parliament and of the Council and repealing Council Directives 69/464/EEC, 74/647/EEC, 93/85/EEC, 98/57/EC, 2000/29/EC, 2006/91/EC and 2007/33/EC.
