Abstract
This Act makes provision for the declaration of a state of emergency whereby life, health, or property is endangered and provides for some measures in a state of emergency. The declaration shall be made by the Cabinet or, when the Cabinet cannot be convened timely, the President of the Marshall Islands. A proclamation of emergency shall be confirmed by resolution in order to stay in force for a prolonged period. During the period a proclamation of emergency is in force, the Cabinet or the President, when the Cabinet cannot be convened timely, may promulgate whatever orders are necessary to assure the safety of life, health and property of the community.
