Abstract
This Act establishes the Kwajalein Atoll Development Authority as a body corporate, defines its functions, powers and internal organization and establishes the Kwajalein Atoll Development Authority Fund.
The primary purposes and functions of the Authority under this Act shall consist of addressing the special needs of the Kwajalein landowners that are impacted by the United States presence on Kwajalein Atoll. Subject to the provisions of this Act and any other law, the Authority shall have any powers as are necessary or convenient for carrying out its purposes and functions. The Government shall be responsible for the administration of the Fund.

An Act to reconstitute and reform the Kwajalein Atoll Development Authority to provide programs and services to the Kwajalein landowner communities at Ebeye and other Marshallese communities within Kwajalein Atoll impacted by the presence of the United States on Kwajalein Atoll; to ensure better fiscal responsibility and accountability to the people of Kwajalein Atoll; and for other purposes.
