Marshall Islands Marine Resources Authority Strategic Plan 2019-2023.

The Marshall Islands Marine Resources Authority (MIMRA) Strategic Plan lays down actions to facilitate the sustainable and responsible use of marine resources in the Republic of Marshall Islands (RMI) by improving the economic benefits from the fisheries sector within sustainable limits, promoting sustainable, private-sector led fishery developments, and strengthening the institutional capacity to facilitate the responsible development and management of the Nation’s fisheries resources. The timeframe of the policy is 5 years covering the period between 2019 and 2023. The strategic goals of the MIMRA are: (I) to maximize the long-term value from fisheries for the benefit of the people of RMI, (II) to conserve and manage the aquatic resources for current and future generations, and (III) to enable professional, transparent and accountable management of fisheries resources.
The Marshall Islands Marine Resources Authority's mandate covers both the inshore coastal resources and the offshore fishery resources in the 200 nautical mile Exclusive Economic Zone (EEZ) as well as any RMI-flagged vessels fishing outside the EEZ of the Marshall Islands. The MIMRA will work with local governments and communities to maximize sustainable development, income and livelihood opportunities from oceanic and coastal fisheries. Strong and profitable partnerships will be promoted to achieve economic growth. Research and private investment into aquaculture will be promoted to improve opportunities for the communities. A strong private fisheries industry will be promoted through the development of infrastructure, public-private partnerships, markets, and the operating environment to promote fisheries development.
Sustainable management and conservation of aquatic resources will be ensured by strengthening monitoring, control and surveillance to detect, deter and eliminate IUU; applying precautionary approach; developing best practice management plans for all key species and sectors; and supporting Marine Protected Areas, cultural and historical sites relating to fisheries. The MIMRA will work with relevant stakeholders to protect food security, livelihoods and community resilience using sound science and management practice.
Best practice governance methodology will be used to manage the MIMRA. Institutional capacity building will be enhanced to enable MIMRA to productively contribute to growing and managing RMI’s fisheries. The resources and processes at MIMRA will be made available to properly manage and engage with RMI’s fisheries for the benefit of Marshall Islanders. This Strategic Plan will be monitored regularly by the MIMRA Board of Directors and Executive to assess the progress and make adjustments to work plans if necessary.
