Abstract
The National Strategic Plan (NSP) is a national policy with a multi-sectoral approach. The timeframe of the policy is 10 years between 2020 and 2030. The objective of this Plan is to ensure sustainable, equitable and measurable development reflecting the priorities and culture of the Marshallese people, in order to empower all citizens with both responsibility and opportunity and provide for every citizen the opportunity to enjoy improved quality of life in all areas including health, education, energy, food security, law and order, gender equality, employment opportunities and disaster mitigation. The NSP national context is based on the ideas of social and economic empowerment, resilience, adaptation to climate change, security and human development.
Healthy lives and well-being of the society will be improved by strengthening response to non-communicable diseases, including nutrition, and response and resilience to communicable disease, environmental health, and health emergency preparedness. Inclusive and equitable education and lifelong learning opportunities will be provided for all. Marshallese culture, customary law and traditional practices will be integrated into all facets of development. Traditional knowledge, customary rights over natural resources, and historical sites will be preserved. Traditional consumption and production of food and medicine will be maintained.
The resilience of the country and its environmental assets to the impacts of climate change and natural disasters will be enhanced through national, regional and international efforts. Adaptation and resilience actions to current and future impacts of climate change will be undertaken. GHG emissions will be reduced in pursuance of Marshall Islands' Nationally Determined Contribution targets and pathway to net zero emissions by 2050. National advocacy, awareness and education on climate change and resilience building will be continued. Climate finances will be increased to enable necessary response to climate change impacts on RMI's socio-economic development. Disaster preparedness, response and recovery will be strengthened. The necessary legal and policy frameworks will be established to minimize future risks from radiation. The protection, conservation and sustainability of atoll environment and natural resources will be improved, and the management of waste, chemicals, pollutants and nuclear radiation will be strengthened.
Efficient, effective, resilient, sustainable and affordable services and facilities that promote sustainable economic growth will be provided. Enabling frameworks for reducing dependence on imported fossil fuel for electricity generation will be improved. Energy efficiency will be increased in households, businesses, government, transport and other sectors. Access to safe drinking water and sanitation systems will be provided to all Marshallese through effective management of freshwater resources, improved sanitation for better health and well-being, comprehensive management of waste water, and management of urban drainage and surface waters for safe public exposure. The management of waste, chemicals and pollutants will be strengthened by promoting sustainable and sanitary landfill applications and local recycling, and carrying out appropriate incineration for medical waste and waste to energy conversion.
Access to land will be enhanced for greater opportunities to utilize land for economic growth, and awareness of land rights and opportunities will be raised through awareness and partnership. Agricultural development will be achieved by improving the production, supply and distribution of nutritious food, building capacity of agriculture sector stakeholders, and promoting environmental sustainability. Sustainable and wise use of marine resources will be promoted to maximize the long-term value from fisheries. The management and conservation of aquatic resources will be strengthened for the benefits of current and future generations. Income and livelihood opportunities will be increased through sustainable coastal fisheries. Local employment and economic growth will be boosted by increasing import substitution and production and export of locally manufactured goods, establishing more sustainable and eco-friendly tourism, promoting partnerships among public-private and Civil Society Organizations, and protecting consumer interests and rights. Micro, small, medium-scale enterprises and women entrepreneurs will be promoted.
