Regulation and Control of Shipping Act.

This Act provides rules relative to entry and navigation in waters of the Marshall Islands by foreign ships, to the examination of unlicensed vessels and other measures of enforcement.
Except for innocent passage or reasons of force majeure, it shall be unlawful for any unlicensed vessel to enter or remain within the territorial waters of the Republic without first receiving permission therefor from the Secretary of Transportation and Communications. The Secretary of Transportation and Communications or his or her duly authorized representative may examine any unlicensed vessel found within the territorial waters of the Republic if there is reason to suspect that such vessel is violating any laws or regulations of the Republic. It shall be unlawful for any vessel to engage within the territorial waters of the Republic in fishing, the harvesting of trochus, the removal of scrap iron, or animal, vegetable, marine, or mineral resources without authorization by an officer or agent of the Government of the Marshall Islands.
