Republic of the Marshall Islands National Plan of Action to prevent, deter and eliminate illegal, unreported and unregulated (IUU) fishing 2020 – 2025.

The National Plan of Action to prevent, deter and eliminate illegal, unreported and unregulated (IUU) fishing (NPOA-IUU) is a national policy covering the period of 2020–2025. It establishes a comprehensive framework to guide the Republic of the Marshall Islands (RMI) in fulfilling its commitment to prevent, deter, and eliminate IUU fishing within its jurisdiction, by its fleet, and in cooperation with relevant regional and international bodies. Anchored in the principles of the FAO’s International Plan of Action (IPOA-IUU), the policy reflects a vision of effective, rules-based fisheries governance that ensures the conservation and sustainable use of highly migratory and straddling fish stocks. Its mission is operationalized through the alignment of national legislation, policy, and practices with international obligations and standards, addressing RMI’s roles as a flag, coastal, port, and processing state. The overarching goal of the policy is to strengthen institutional, legal, and cooperative mechanisms to ensure full and effective implementation of IUU control measures, supported by periodic review and reporting, while identifying and addressing gaps in enforcement, compliance, and capacity, and excluding domestic inshore fisheries which are governed under separate regulatory instruments.
