Abstract
The Strategic Action Plan of the Protected Areas Network (PAN) Office establishes a coherent framework aimed at fostering a sustainable and resilient Republic of the Marshall Islands (RMI), where natural and cultural resources are effectively and equitably conserved for present and future generations. In pursuit of this vision, it establishes a mission centered on securing and mobilizing financial and institutional resources to support the creation, maintenance, and governance of a robust network of protected areas. The overarching goal of the Strategic Plan is to guide the operations of the RMI PAN Office in fulfilling its statutory mandate through the provision of effective, efficient, and structured support to PAN sites, while ensuring that institutional arrangements are adequately designed to function optimally. The policy further emphasizes the necessity of sustainable financing mechanisms to enable communities to address ongoing biodiversity conservation needs and emerging challenges, including climate change. To achieve these ends, it prioritizes three core areas: strengthening governance and institutional capacity to ensure transparency and accountability; securing sustainable and adaptive financing; and enhancing information and communication management to effectively meet stakeholder needs.
