Abstract
The state shall implement the following policies regarding herders: (a) ensure basic conditions for sustainable livestock production and the right to use natural resources and pastures for herders; (b) ensure the development of pastoralists; (c) implement policies to ensure gender balance in rural areas; (d) increase the productivity and efficiency of herders; (e) preparing the succession of herders; (f) building the capacity of the livestock sector to bear risks due to climate change; and (g) improve the supply system and processing level of livestock, livestock-derived raw materials and products. The herdsman shall enjoy the following rights: (a) master livestock husbandry techniques in climate change and market conditions, improve knowledge, experience, skills, and methods, and receive training, information, and advice for herders; (b) to secure the right to use natural resources and pastures through contracts in accordance with relevant legislation; (c) receive investment, development loans, support, and financial services provided by the government or international organizations; (d) to have animal health protection, breeding, and technological work and services performed by authorized units on a contractual basis, and to obtain advice; and (e) receive incentives. The shepherd shall have the following responsibilities: (a) proper use, protection and restoration of natural resources, pastures and water supplies; (b) master traditional and scientific methods of livestock husbandry; (c) protect animal health and properly utilize animal genetic resources; and (d) ensure the hygiene, quality and safety of livestock and animal-derived raw materials and products. The pasture shall be used in accordance with its carrying capacity and seasonally, and the condition of the pasture and the proportion of main plant species shall not be reduced from the baseline level established at the time of signing the contract, through rotation, grazing, improvement, and restoration. Training to improve the knowledge of livestock farmers consists of a process of providing knowledge, continuous development, empowerment, and specialization in livestock production. A methodology for calculating the productivity and efficiency of herders will be created and introduced nationally.
