Abstract
This law establishes the legal framework governing the protection of animal health in Mongolia, with the overarching objectives of preventing and controlling animal diseases, ensuring the sanitary safety of animal‑origin products, safeguarding public health, and facilitating domestic and international trade. It applies to all activities related to disease surveillance, diagnosis, prevention, control, veterinary certification, quarantine, and the movement of animals and animal products.
The law defines the key concepts required for its implementation, including livestock classifications, domestic and wild animals, disease categories, biosecurity, mandatory surveillance, and professional veterinary functions. Veterinary services are governed by principles of professionalism, scientific soundness, timeliness, public health protection, and consistency with national traditions and international standards.
Comprehensive disease prevention and control mechanisms are established, including general measures such as hygiene, disinfection, movement oversight, surveillance, and laboratory testing, as well as specific measures for high‑risk or notifiable diseases. Rapid response procedures require immediate reporting, investigation, isolation, and laboratory confirmation. The law provides for the classification of zones (infected, suspect, protection, disease‑free) with corresponding restrictions and biosecurity actions.
Veterinary medicines are strictly regulated. Prescription‑only and non‑prescription veterinary drugs are subject to approval, oversight, and registration, and all use must be recorded. Sale or use of unregistered or non‑compliant products is prohibited.
The law delineates responsibilities and financing mechanisms across national, provincial, and local authorities. Public funds cover core disease control activities, vaccination programmes, laboratory testing, and outbreak response, while compensation mechanisms reimburse owners for animals culled during disease eradication efforts. Veterinary inspectors are granted broad enforcement powers, and violations of the law incur administrative or criminal liability.
