Abstract
This Order establishes the procedure for early detection and prompt response to outbreaks of infectious and acute infectious diseases of livestock with a view of providing evidence-based information and data for implementation, preparedness, and decision-making related to the purpose of this Regulation. Based on the results of surveillance, prevention and control of contagious and highly contagious animal diseases, basic quantitative information necessary for elimination, rapid and optimal organization of response measures, risk assessment, documentation, shall be adopted to ensure animal health, raw materials of animal origin, and safety of foodstuffs, and also to coordinate activities to ensure verification. State and private veterinary institutions of all levels shall collect, analyze and report disease surveillance data and information, and provide methodological recommendations. State veterinary administration shall develop a list of infectious animal diseases and a detailed to combat contagious animal diseases to execute according to accepted methodology in the medium term. It also shall develop and approve the national surveillance plan and model within the first quarter of each year. The central surveillance team of the state administrative organization responsible for livestock and animal health issues shall develop and require policy documents for combating and preventing infectious and acute infectious animal diseases, perform continuous training of veterinary staff, set evidence-based data collection methods, based on epidemiological research methods predicting the outbreak of animal and animal infectious diseases, determining risk factors and causes, developing conclusions and recommendations for acquiring skills. Animal health and veterinary medicine experts in cooperation with veterinarians of the veterinary service unit shall organize meetings, discussions, and research involving representatives of herdsmen at least once a quarter on specific issues and inform the herders about the health condition of the animals and provide the herders with the necessary consultation and information.
