Abstract
These regulations amend the Basic Safety Standards for Ionising Radiation Regulations, 2018. In particular they amend: regulation six concerning the allowed dose constraints for the purpose of prospective optimisation of protection; regulations eight regarding the age limit to be assigned to any exposed work; regulation ten oncerning the protection of pregnant workers; Regulations 14A (on the introduction of a course on radiation protection in the basic curriculum of medical and dental schools) and 14B (on the information to be provided to the employer for ensuring effective and comprehensive protection) are added. Regulation seventeen on the information to be provided to the emergency workers who are identified in an emergency response plan. Regulation 21 is added, concerning the resources to be allocated for the Commission Secretariat to develop expertise. Regulation 32 on the control to be applied to practices which are not exempted from authorisation is revised and 32A is added on registers to be kept by the Secretariat. Regulation 48 on the necessity to annually recalibrate monitoring equipment used for radiological surveillance of the workplace. Regulation 62 on the excess of exposure of spacecraft crew and 64 on the areas within workplaces, where the radon concentration exceed the national reference level. Regulation 65 on health screenings and on medical exposure for medical or biomedical research undertakings. Regulation 66 on the review of the use, by the Commission, of diagnostic reference levels for radio-diagnostic examinations. Regulation 71 on training and recognition requirements for the practitioner, the medical physics expert and the individuals referred to in regulation 69. Regulation 72 on the responsibility to ensure that the equipment is fit for clinical use. Regulation 76 on the calibration of equipment used for dosimetry of patients and acceptance or constancy testing. Regulation 89 on the national radiological protection plan. Regulation 91 on the national radiological protection plan regulating the event of an emergency on or outside Maltese territory A provision is added at regulation 100 concerning the duty of the undertakings to record and take action on any report received from a worker that identifies any radiological safety concern. Regulation 101 on safety assessments under the responsibility of the undertakings. A provision is added on regulation 105 on the possible appointment of a radiation protection expert. Regulation 114 on the necessary licence for any practice involving a high activity source. Regulation 122 providing that the national radiological emergency plan shall take into account the risks identified in the national radiological hazard assessment performed by the Commission. Finally, schedules 4, 10, 11 and seventeen are also revised.
