Abstract
These Regulations provide for the control of all operations relating to the production and management of waste and promote sound waste management practices so as to safeguard human health and the environment. "Waste" is defined in regulation 2 and the Environment Protection Act. "Waste management" includes storage, collection, sorting, transportation and disposal of waste, and related services and activities defined in regulation 2. Regulation 2 defines also the Competent Authority for purposes of these Regulations. Duties of the Competent Authority are outlined in regulation 4. No person shall produce any waste or undertake any waste management activity unless he acts in conformity with the present Regulations, is in possession of a permit as required by regulations, and acts in accordance with conditions, requirements and directives laid down by the Competent Authority (reg. 6). The Regulations further specify various duties of "holders of waste" i.e. producer, manager or other person who is in possession of waste, lay down rules for the management of hazardous waste and prescribe offences and penalties. The Competent Authority may require waste producers specified in the Seventh Schedule to submit periodically to the Authority waste management plans. (29 regulations completed by 9 Schedules)
