Abstract
These Rules, made under section 2 of the Cotton Ordinance, 1934 (now repealed) and deemed to be made under section 18 of the Cotton Act, require all raw cotton grown by Africans on customary land to be sold by auction, unless it is sold to the holder of a permit issued by the Minister. The Rules also provide that raw cotton shall be sold (whether by auction or otherwise) in two specified grades. The auctioneer shall be an officer appointed by the Minister.
