Abstract
This Act provides rules for the production, processing and placing on the market of cotton for purposes of improving the cotton industry. It prohibits the growing of cotton except from seed which has been approved by the Minister. The Minister may, by notice in writing, require any cotton ginner to place at the disposal of the Deputy Secretary (Agriculture) such quantity of cotton seed as the Minister may establish and may also require any person to deliver without payment any cotton seed grown from cotton seed that has been distributed to such person free of charge. The Minister may also order the destruction of cotton plants for purposes of regulating better the cotton supply. No person shall plant, sell or gin cotton, without the written permission of the Minister, in an area declared by the Minister to be a closed area. No person shall gin or bale cotton unless he or she is the holder of a valid licence in that behalf issued by the Minister, and every holder of a licence shall every year forward to the Minister a return in the prescribed form.
