Abstract
This Act provides for the licencing of the supply of gas to consumers through pipelines at controlled prices, the control of gas supply pipelines, and installations and appliances with respect to matters relating to safety.
The provides for functions and duties of the Energy Commission, established under the Energy Commission Act 2001, which include: to secure that a licensee to supply gas through pipelines satisfies all reasonable demands for gas; to protect the interests of consumers of gas supplied through pipelines; to regulate the composition, pressure, purity and volume of gas; and to protect the public from dangers arising from the distribution of gas through pipelines.
The Act further provides for: powers of authorized officers to enter, inspect and examine any pipeline or installation; terms, conditions and contents of licences required for the supply of gas; offences and penalties; etc.
